There are some technologies you cannot buy, no matter how much you are willing to pay. Not because they are unavailable, but because what you actually receive when you buy them is a sealed box you are not allowed to open.

You cannot understand it, adapt it, or trust it fully in the one moment that matters most.

Electronic warfare is the clearest example, and Bharat has just learned this lesson in public.

Consider the Rafale. It is an excellent aircraft, and Bharat operates it. But when it came to acquiring more of them, a dispute surfaced that tells you everything about why sovereign capability matters. France declined to share the source code for the aircraft's RBE2 radar and, more tellingly, its SPECTRA electronic warfare suite. SPECTRA is the system that detects, jams, and deceives enemy radar and missile guidance. It is, in a real sense, the aircraft's nervous system in a fight. Without the source code, Bharat cannot independently integrate its own weapons, cannot update the threat libraries that tell the system which radar signatures to fear, and cannot modify the aircraft's core behaviour without going back to the manufacturer for every change. Indian commentators described it bluntly as buying a fighter without its brain.

This is not a criticism of France. Any nation would protect its most sensitive software. That is the point. The exporting country will always, correctly, act in its own interest. Which means the importing country is permanently one approval cycle behind, dependent on a foreign vendor to adapt its own defences to threats on its own border. In electronic warfare, where the adversary changes tactics continuously, a system you cannot modify is a system that is already quietly degrading from the day you receive it.


That is the case for indigenous capability, and it is not an abstract one. It is the reason we backed Tavas Industries.

Their systems address a threat most people never think about: what happens when the signal dies. Modern life assumes reliable positioning, navigation, and timing from satellite signals. Not just missiles and aircraft, but civilian aviation, shipping, logistics, power grids, and the timing that keeps financial systems synchronised, all quietly depend on a signal that can be jammed or spoofed. That signal is now routinely contested. Assured navigation, the ability to know where and when you are even when someone is actively trying to blind you, is not a niche defence product. It is national infrastructure.


Building this at home is harder and slower than importing it. I will not pretend otherwise. An indigenous system will, at first, be less mature than one from a vendor who has been refining it for thirty years. This is the honest tension at the centre of the sovereignty argument, and it deserves a direct answer rather than a slogan.


The answer has two parts. The first is that necessity is not negotiable. For a capability that determines whether your defences work against a specific adversary on a specific border, a system you fully control and can adapt overnight is worth more than a superior system you must ask permission to modify. Sovereignty is worth a temporary gap in maturity, because the gap closes and the dependence does not.


The second part is that Bharat is no longer asking startups to close that gap alone. The armed forces have built real machinery to support indigenous defence innovation. The iDEX programme, Innovations for Defence Excellence, runs structured challenges where the services themselves publish the problems they need solved and fund startups to solve them. The SPRINT initiative, launched for the Navy, drove more than two thousand proposals from Indian industry and converted them into a large number of live contracts. ADITI, the deep-tech tier of iDEX, funds critical and strategic defence technologies with grants up to twenty five crore per project. The Defence India Startup Challenges have run more than a dozen editions, each putting real service problems in front of the country's innovators.


What these programmes change is the economics of patience. A startup working on hard defence technology no longer has to survive years in the wilderness hoping someone in uniform eventually notices. The customer is engaged from the start, the problem is real, and the pathway from prototype to procurement exists. That is what makes the slower path viable.

I believe sovereign defence technology is one of the defining industries of the next two decades, and that Bharat has decided, correctly and probably permanently, that it will not remain dependent on sealed boxes for the capabilities that protect it. The country that can build, understand, and adapt its own electronic warfare systems holds something no export deal can offer: the ability to defend itself on its own terms, on its own timeline, against whatever comes next. That is worth building, even when building is the harder road.
