Technological sovereignty has become a rallying phrase in Bharat, and rightly so. But most of the discussion collapses a long journey into a single slogan: make it here. Making it here is real progress, but it is one stage of three, and mistaking it for the destination is how nations spend enormous effort and still end up dependent. Let me lay out the full path as I understand it.
The first stage is import substitution. You were buying something from abroad; now you make a version of it at home. This is where sovereignty journeys begin, and it delivers real benefits: jobs, some domestic capability, a reduced import bill, a foot in the door. Almost every national technology programme starts here, and it should.
But import substitution hides a trap, and the trap is that you can make something without owning it. You can assemble a product domestically while every critical component, and more importantly every critical piece of design knowledge, still comes from outside. You have moved the factory without moving the understanding. This is dependency with extra steps, and it is dangerous precisely because it looks like sovereignty. The flag is on the box, the assembly line is in your country, and yet if the foreign partner walked away tomorrow you could not sustain, improve, or adapt the thing yourself. You have a factory, not a capability.
The second stage is genuine indigenous capability, and this is the hard one, the one most programmes never actually reach. Here you do not just assemble the technology; you understand it, from the ground up. You hold the design knowledge. You can modify it, improve it, adapt it to your own needs without asking anyone's permission. If every foreign partner vanished, you would be fine, because the capability lives in your own people and institutions.
The distance between stage one and stage two is enormous, far larger than it looks, and it is where the real work of sovereignty happens. Crossing it requires exactly the things that are hardest to build: deep specialist talent, patient capital, and years of accumulated institutional knowledge. You cannot buy your way across this gap, because what you are trying to acquire is understanding, and understanding is not for sale. This is the stage that separates nations that truly control their technological destiny from nations that have merely relocated their dependence.
The third stage is export leadership. Here you are not just self-sufficient; you are good enough that the world wants what you build. You compete globally, on merit, and win. This is the summit, where sovereignty stops being defensive and becomes a source of strength and influence in the world.
You can see all three stages playing out across Bharat's strategic sectors right now. In semiconductors, we are largely at stage one, standing up domestic fabrication and assembly while much of the deepest design knowledge still sits abroad, and the honest challenge is to push toward genuine design capability rather than settling for being an assembly location. In pharmaceuticals, Bharat reached the frontier long ago; we are a stage-three power in generic medicine, one of the world's essential suppliers, which is exactly why that industry gives the country real strategic weight. In energy, the picture is mixed and moving fast, with genuine indigenous capability emerging in some areas while others remain dependent on imported technology and components. The same country sits at different stages in different sectors, and knowing honestly which stage you are actually at, rather than which one you would like to claim, is the beginning of wisdom.
Now the hard truth about stage three, because it is where national ambition most often loses its nerve.
Reaching export leadership requires competing globally on merit, and that means eventually letting go of the protection that helped you climb the earlier stages. Import substitution is usually built behind a wall: tariffs, preferences, guaranteed domestic buyers. That wall is useful for a while; it buys space to build. But a wall that never comes down produces an industry that can only survive behind it, one that makes things acceptable to a captive home market and hopeless anywhere else. Stage three demands that at some point you take the wall down and prove you can win without it. Most national programmes never make that turn. They grow comfortable behind the protection, mistake domestic survival for global competitiveness, and stall permanently at a well-defended stage one.
How do we avoid that trap? Here is where I want to reframe sovereignty itself, because the point of climbing to stage three was never to pull up the ladder and wall ourselves off from the world.
True technological sovereignty, fully realised, is not about hoarding capability. It is about making technology accessible to all, across the world, to lift up humanity as a whole, and about generating sustainable abundance rather than guarding scarcity. A nation that reaches stage three in a critical technology and then uses that position to serve the wider human family, to make essential capability available rather than to monopolise it, has understood something that pure nationalism misses. Bharat's own civilisational instinct points exactly this way: sovereignty not as a wall against the world, but as the strength to contribute to it from a position of genuine capability rather than dependence.
That is the destination worth aiming for. Not merely making it here. Not even merely mastering it here. But reaching a level of capability so genuine that we can offer it to the world, and in doing so turn technological sovereignty from a defensive posture into a generous one. The stages are a ladder, and the point of climbing is not to stand alone at the top. It is to be able, at last, to reach back down.
